Indeed your Lord, He knows the best who strayed from His path, and He knows the best about the one who is guided.
The Three-Time-Knower Lord of the universe is the Best Knower of everything in the universe. During the time of the revelation of this verse, Lord’s Book was not codified. So the Messenger Muhammad and his followers are commanded to follow verses sent down to them. Today the Three-Time-Knower mentioned in verse 25: 58 has codified His Three-Time-Knowledge Adhikr through the Three-Time-Knower mentioned in verse 25: 59. So Messenger or believer should ask about the Impartial Lord to the author of the Adhikr which is the Best Interpretation of Lord's Book. Anyone who has any doubt in any matter should ask the author of Adhikr as explained in verses 16: 43 and 21: 7. Adhikr is the only Straightpath to the Lord as mentioned in 35 places such as in verses 4: 68, 175; 6: 153; 36: 61, and 43: 64. It is the Guidance mentioned in 80 places such as in 2: 38, 185; 7: 52, 203, and 45: 11. As there is no group of believers anywhere in the world, the odd believer should help the Impartial Lord by conveying His Speech Adhikr to entire worlds irrespective of nation or religion. Thus Lord will help him back as told in verses 22: 40 and 47: 7. The believer is commanded to do great Jihad against the Arabic Quran reading Fujjar who hide and reject Adhikr as explained in verse 9: 73. See explanation 2: 159-161; 4: 144; and 16: 125.
